Ward Committee / Grama Sabha
🏛️ GRAMA SABHA
The Grama Sabha is the only mechanism in a democratic system of governance through which ordinary citizens are provided with direct participation in governance. All registered voters in each ward of a Grama Panchayat are members of the Grama Sabha of that respective ward.
The concerned Grama Panchayat Member is the Convenor of the Grama Sabha, while the Grama Panchayat President is the Chairperson. The Grama Sabha must meet at least four times a year.
The quorum for a Grama Sabha meeting is 10% of the total number of Grama Sabha members. If a meeting is adjourned due to lack of quorum, the quorum for the subsequent meeting shall be 50 members.
If more than 10% of the registered voters submit a written request, a special meeting must also be convened between two ordinary meetings.
📅 Frequency of Meetings and Important Functions
If the concerned member fails to convene the Grama Sabha meeting once every three months on two consecutive occasions, the membership of the concerned member will be lost.
At the first meeting, the following documents and reports are placed before the Grama Sabha:
- A report on the development programmes implemented during the previous year.
- Details of the development programmes proposed to be undertaken during the current year.
- A report on the expenditure required for implementing these programmes.
- A statement of the annual accounts of the previous year.
- A report of the Administrative Officer (Secretary).
The Three-Tier Panchayats give due consideration to the recommendations and suggestions made by the Grama Sabhas.
The Panchayati Raj legislation also assigns specific responsibilities to Grama Sabhas. The Grama Sabhas are responsible for the selection of beneficiaries for various welfare schemes.
The development plans of Grama Panchayats are formulated through the Grama Sabha. The law provides the Grama Sabha with a decisive role in planning and implementation of development programmes.
Note: The source text states that a decision passed by the Grama Sabha cannot be cancelled even by Parliament.
